Russia’s patent office, Rospatent, has been tasked with the creation a United IP Agency for the country. The move, confirmed by the government’s commission for administrative reform, makes Rospatent responsible for all intellectual property issues in Russia, in the expectation that this will strengthen the country’s intellectual property protection.
Rospatent will also start to manage copyright protection, with an expectation that it will support both accredited organizations and authors.
The agency will have the authority to provide legally binding rulings on Intellectual Property issues, so that it can respond quickly to both changing market conditions and thbe needs of business, society and the state. “We have a possibility to develop the IP market, to make it better; we also can support the companies which are trying to obtain international patents. Our experts are ready to work on the creation of the patent landscape that will further help us to determine the most promising areas is the high-tech industry, and to compete on the international market”, – said the Head of Rospatent, Grigory Ivliev.
The creation of the United IP Agency was supported by the Federation Council and by the Intellectual Property Court.
At the moment, only two areas of intellectual property have the developed legal policy: control and supervision over the use of the results of intellectual activity created at the expense of the state, and the legal protection of inventions, utility models, industrial designs, software, trademarks, etc. These functions were transferred to the Ministry of Economic Development of the Russian Federation, which Rospatent has under its control (the Russian Federation Government resolution from June 5th, 2008 № 437 “About the Ministry of Economic Development of the Russian Federation”).
